Emails are observed flowing. We have updated the Jira upgrade procedure to be more explicit about configuration changes, and included outgoing emails as part of final testing.

Identified

A configuration from JIRA staging was accidentally inserted into production, preventing email notifications from going out. I will be restarting JIRA momentarily to revert this configuration
